Yes, you can retouch varnish. I never had a problem as long as you keep enough coats of varnish thinner. Too much air thick and shiny. refinishing veneer is intended as a temporary varnish, just to get the paint colors look like Dry when wet, so you can changes with some precision. "Regular" paint is permanent, to be applied when your painting is done.
